José studied economy at the Catholic University of Chile and he has a Masters degree (1972) and a PhD in economy at Harvard University (1974).

He belonged to the group of liberal economists that started the free market revolution and struggled for the return of democracy to Chile.

In 1978 he became Minister of Labor and Social Security to create the Labor Reform that brought flexibility to the Chilean market and the Social Security Reform that originated the private pension funds system.

In 1981 he became Minister of Mining to create the constitutional law that established the property rights in this essential Chilean productive sector.

Once the democracy was reestablished, in 1990 he founded “Proyecto Chile 2010”, an initiative that promotes a free society in Chile. In the defense of the economic model, modernizations and the proposals of this Project, in 1993 he ran as an independent presidential candidate, achieving the third place in a group of six candidates.

In 1994 he founded the International Center for Pension Reforms to respond to the increasing world interest for the Chilean pension model. In 1995 he accepted to be Chairman of the Cato Institute’s Project to privatize Social Security in United States.

Since he founded it in 1978, he has been Director of Economía y Sociedad magazine. The magazine has had four different periods, with eighty two printed editions and a fourth period in Internet. He has also published many articles and he is author of six books.
